Magnifier

A new utility added to Windows 98 as an Accessibility feature. It has a small set of controls that decide whether the zoom should follow the mouse pointer, degree of zoom, etc. All it does is open a dockable window at the top of the screen, moving all the icons that appear there down and also moving any programs down. With the magnification bar in place, you essentially lose the top part of the screen to this bar. This makes sure that none of the parts of the system that might normally be up there won't be inaccessible. Now when you move the mouse around, the part under the pointer (how much depends on the level of magnification you choose) is displayed enlarged in the magnification bar.
